Bihar Assembly Elections

 

Pre-Poll Survey

 

Lokniti-CSDS conducted a pre-poll survey in Bihar between October 10 and 17, 2020. The survey was conducted at 148 locations (polling stations) spread across 37 randomly selected Assembly Constituencies of the State. A total of 3731 respondents were interviewed in this pre-poll survey.

The survey was supervised by a team of 6 supervisors associated with Lokniti’s team in Bihar - Dr Rakesh Ranjan (Assoc. Prof., Patna University), Dr Kumar Rakesh Ranjan (Asst. Prof., L.N.D. College, Motihari), Prof. Vijay Kumar Singh (V.M. College, Pawapuri), Dr Mukesh Kumar Rai (Asst. Prof., S.U. College, Hilsa), Dr Md. Irshad Ali (Asst. Prof., B.N. College, Bhagalpur University), Dr Rajnish Kumar (Asst. Prof., Jamuni Lal College, Hajipur) and Rakesh Kumar (Chainpur, Kaimur). The survey data has been analysed by Shreyas Sardesai and Himanshu Bhattacharya from Lokniti under the guidance of Prof. Suhas Palshikar and Prof. Sandeep Shastri. The survey was directed by Prof. Sanjay Kumar of CSDS.

Post-Poll Survey

The Lokniti team is engaged in conducting a Post-Poll survey in Bihar. The Survey started on October 29 in constituencies that went to polls in the first phase of voting on October 28. The team would keep collecting the data as polling progress, i.e. as voting is over in the second and third phase. What is important to note that the survey is being conducted in randomly selected assembly constituencies without any consideration of convenience. The data is being collected with face to face interviews with the voters either at their home or at their place of work. The images of field work are a testimony of hard work being done by the field investigators in Bihar. Field work will be conducted till November 9, but will be completed before counting begins. We hope to make the findings of the post Pol survey public before the counting begins. The Post Poll Survey data will also be used for analysing the verdict in Bihar once results are declared.

 

Status of Policing in India Report 2020

The study "Status of Policing in India Report 2020" is being conducted in 19 States of India. Third in the series of the SPIR, the 2020 study is divided into two parts, one focusing on ‘policing in disturbed areas’ and the other to understand the various aspects of ‘policing during COVID19/lockdown’. The key objective of Part I of the study is to provide State-wise analysis of performance and perception of policing in the areas where some form of conflict, extremism, or insurgency prevails. In Part II, we aim to understand the challenges faced by the Police in the States that are most-affected due to the on-going COVID19 pandemic and the consequential lockdowns, as well as the experiences of the common people with the police and their perception on various aspects of policing under special and exceptional circumstances created due to COVID19.   Therefore, for both Part I and II, we will be surveying the Police personnel as well as the civilians, with the help of separate questionnaires.

The Part I of the study “Policing in disturbed regions” is being conducted in Chhattisgarh, Jharkhand, Odisha, Telangana, the UT of J&K, Assam, Manipur, Tripura, Nagaland, Andhra Pradesh and Bihar.

The Part II of the study “Policing during COVID19/Lockdown” is being conducted in Andhra Pradesh, Bihar, Maharashtra, Tamil Nadu, Karnataka, Uttar Pradesh, West Bengal, Gujarat, Kerala, and Delhi.

Following all the Covid19 related directions and protocol, the workshop has been conducted and the fieldwork has already begun in 16 of the States.
