Kailash is with the Department of Political Science, Panjab University, Chandigarh. He was with the Regional Institute of Education (Bhopal), a constituent unit of the National Council of Education Research and Training before he joined the Department at Chandigarh in 2006. He has been teaching courses on Indian politics, Federalism and Policies and Politics of Development in India.

Kailash has been associated with CSDS since 2006. He was a member of the Textbook Development Committee constituted by the NCERT for the preparation of the Class XII textbook on Indian Politics. He has been a member of the team that coordinated the project on Democratic Governance in Indian States- a project conducted by the Lokniti programme of CSDS in 2007-9. He also worked as a member of the team that drafted the questionnaire instrument for the National Election Study 2009. Kailash has attended the summer workshop in quantitative methods for analyzing Indian politics (jointly organised by the Lokniti, University of Michigan and IIAS, Shimla) at Shimla in June 2008 and 2009.

Research Interests:

His areas of interest include political institutions and governance in India, coalition politics and processes, political parties, elections, federalism and centre-state relations.
